Memorandum
of Agreement
Between
American Road and Transportation Builders Association And Council
of University Transportation Centers
Purpose
The American
Road and Transportation Builders Association (ARTBA) and the Council
of University Transportation Centers (CUTC) desire to work closely
together to: 1) establish and advance a strategic alliance; 2) take
advantage of expertise and capabilities possessed by the other organization;
and 3) jointly pursue endeavors of mutual interest. This Memorandum
of Agreement represents one means of advancing those desires.
The commitments
made by both ARTBA and CUTC as part of this specific Agreement are
specified herein. Endorsement of this Agreement by both ARTBA and CUTC
does not imply agreement or endorsement by either party of activities
or positions not specified in this Agreement.
Period of
Agreement
This Agreement
is in effect from January 1, 2001, through December 31, 2003. By mutual
agreement, it may be extended beyond the termination date. With 120
days notice, either party may terminate the Agreement.
CUTC Commitment
to ARTBA
As part of
this Memorandum of Agreement, CUTC agrees to the following.
- For all
matters pertaining to this Agreement, the principal point of contact
will be the President of CUTC.
- CUTC leadership
will actively solicit CUTC members to become dues paying members
of ARTBA's Research and Education Division.
- Each year,
at no cost to ARTBA, CUTC will develop and present at least two educational
sessions during ARTBA's midyear Management and Technology Conference.
- Each year,
CUTC members will actively promote, through their newsletters, etc.,
participation in ARTBA conferences and meetings, including the International
Roadway Work Zone Safety Conference, the Management and Technology
Conference, the Public-Private Ventures in Transportation Conference,
and other ARTBA meetings and conferences relevant to the transportation
research and education community.
- CUTC universities
will actively work with ARTBA to test various approaches for encouraging
student involvement in ARTBA. This could take a variety of forms,
such as separate ARTBA student chapters, or ARTBA participating jointly
with existing student chapters. ARTBA will be able to market services
and employment opportunities to these students.
- CUTC members,
when mutually beneficial, will give priority to including ARTBA as
a private sector partner when developing and submitting proposals
for research work.
ARTBA Commitment
to CUTC
As part of
this Agreement, ARTBA agrees to provide the following services for
CUTC.
- For all
matters pertaining to this agreement, the principal point of contact
will be the manager of ARTBA's Research and Education Division.
- Maintain
a current membership roster and mailing list, including member universities,
contact person, as well as other individuals on the CUTC mailing
list.
- Invoice
annual dues and collect funds, submit second invoice as necessary.
- Maintain
the treasury and pay bills. ARTBA will prepare checks (approximately
20-25 per year) for approval by the CUTC treasurer.
- Provide
support for CUTC awards (4 student awards, 1 distinguished service
award per year). This will involve distributing copies of papers
to a CUTC review committee and ordering plaques.
- Maintain
a home page and listserv for CUTC. ARTBA will be asked to update
only routine information, such as membership lists, by-laws, and
meeting minutes. "Special" efforts will be performed by CUTC volunteers.
- On occasion,
facilitate CUTC functions in Washington, D.C. (e.g., coordination
of annual banquet at TRB, CUTC members will be responsible for program,
speakers, etc.). If available, provide meeting space at ARTBA for
occasional meetings of CUTC officers and committees.
- CUTC members
may prepare articles to be considered for publication by ARTBA.
ARTBA will
provide labor for the above services without compensation during 2001.
This provision is subject to renegotiation at each anniversary of this
agreement.
During this
three-year agreement, the Texas Transportation Institute staff that
previously provided many of these services will be available to coordinate
the transition of responsibility to ARTBA.
CUTC will
reimburse ARTBA for all non-labor direct charges (reproduction, mail,
phone, award plaques, fax, etc.) incurred in providing these services.
ARTBA will invoice CUTC for these costs.
Capitalize
on Strategic Alliance
ARTBA and
CUTC will actively look for other opportunities to work together to
advance common interests in addition to those specified in this Agreement.
This could include working together to develop and advance a legislative
agenda for transportation research and education.
This Agreement
is strongly endorsed and supported by both ARTBA and CUTC.
