Biographies

Dr. Thomas D. Larson

Larson earned his B.S., M.S., and Ph.D. degrees in civil engineering from Penn State University. He also completed post-doctoral studies at Oklahoma State University and M.I.T.

The former Pennsylvania official Thomas D. Larson was appointed by President Bush as the 12th Federal Highway Administrator on August 10, 1989.

Prior to joining the FHWA, Larson served as a Faculty Member and Administrator at Pennsylvania State University. He was Secretary of Transportation for the commonwealth of Pennsylvania from 1979 to 1987.

He served as President of the American Association of State and Highway Transportation Officials and chaired the National Governors' Association Task Force on new Federal Transportation Legislation. Larson is a member of the National Academy of Engineering as well as many public and professional organizations.

His many honors include TRB's William N. Carey, Jr. Distinguished Service Award (1992), Construction Man of the Year Award from the Engineering News Record (1982), the ASCE President's Medal (1993), AASHTO's George S. Bartlett Award for Highway Progress, and the Penn State University's Distinguished Alumni Award (1990).
